CARACAS - La decisión de llevar a cabo las elecciones presidenciales venezolanas en octubre del 2012, dos meses antes de lo usual, no pretende beneficiar a ningún bando político y responde a un criterio logístico, dijo un rector de
tendencia opositora del ente electoral.
El Consejo Nacional Electoral (CNE) puso fin a especulaciones al anunciar el martes que los comicios presidenciales serán el 7 de octubre del 2012, cuando el mandatario Hugo Chávez buscará una nueva reelección y se medirá a un candidato opositor que saldrá de votaciones primarias.
La oposición había expresado temores a que el oficialismo presionara al CNE para adelantar la fecha de las elecciones a marzo del próximo año con el objetivo de aprovechar un repunte de la popularidad de Chávez en las encuestas y acortar el tiempo de campaña del candidato opositor a uno o dos meses.
Sin embargo, la fecha anunciada dejó conformes a ambos bandos, a pesar de que desde el retorno de la democracia a Venezuela en 1958, las elecciones presidenciales en el país petrolero usualmente se han realizado en diciembre.
"El adelanto de elecciones no favorece a nadie: ni al Gobierno, ni a la oposición", dijo a Reuters Vicente Díaz, uno de los cinco rectores del CNE, en una entrevista tarde el martes.
"Hay tiempo suficiente para desarrollar sus candidaturas", agregó Díaz, en el cargo desde el 2006.
La oposición elegirá al contendor de Chávez en unas primarias pactadas para febrero del próximo año, mientras el militar retirado de 57 años intentará vencer el cáncer que lo aqueja para continuar con su proyecto socialista.
Chávez insistió en que superará la enfermedad e iniciará su plan electoral en febrero del 2012, aunque analistas aseguran que su condición lo obligará a hacer una campaña más corta y con menos contacto con el pueblo, a diferencia de las anteriores.
Hasta la fecha, al menos ocho políticos de diferentes tendencias han anunciado su intención de participar en las primarias de la oposición, ente ellos los populares gobernadores de los estados más poblados del país, Henrique Capriles, de Miranda; y Pablo Pérez, del Zulia.
DECISION UNANIME
En un país donde usualmente oficialismo y oposición tienen opiniones muy disímiles, la fecha de las presidenciales fue saludada por ambos bandos y dentro del CNE fue aprobada por todos los rectores.
"Fue una decisión unánime", dijo Díaz, único representante de tendencia opositora dentro del Consejo.
Díaz, sociólogo de profesión, acusó el año pasado a Chávez de abusar de su cargo para hacer campaña para las elecciones legislativas a favor de los aspirantes del gobernante Partido Socialista Unido de Venezuela (PSUV).
En ese entonces, Chávez criticó al rector. "Sigue el libreto de la oposición", reclamó, a la vez que le sugirió que "ocupe su lugar".
Además de las elecciones presidenciales, el CNE anunció que los comicios para cargos regionales se harán en una fecha diferente. Probablemente en diciembre del 2012 sean las votaciones para gobernadores y en abril del 2013 las de alcaldes y concejales.
"Se tomó la decisión por varias razones: una de ellas, la racionalidad del voto. En cualquier elección, el voto se orienta alrededor de la obra de gobierno. Si se hacían las elecciones conjuntas, las presidenciales iban a estar centradas alrededor de la obra regional y viceversa", explicó Díaz.
Con las presidenciales pautadas para octubre, el ente electoral también pretende atraer mayor atención y reducir los niveles de incertidumbre.
En Venezuela, al menos un tercio de las 17,8 millones de personas habilitadas para votar no se identifican con ninguna tendencia política.
